LGO: No longer investigate a complaint based on merit

Dear Sir or Madam,

The Local Government Ombudsmen are now taking the cost of
investigating a complaint into account before deciding whether to
investigate a complaint. Please supply a copy of all communication
between the Commission for Local Administration and the CLG in
which this new none merit based approach was discussed.
