Dear Guildford Borough Council,

I see in the local paper a report about Guildford Council supplying
lease cars to its "Essential" employees, how they are used for
company business also how they "meet" strict CO2 limits.

Please send me details of the number of cars leased or owned by
Guildford Borough Council provided to staff for business and
private use.

Please give the numbers by make and model of car (e.g., 6 x Citroen
C1), and please give the cost to the Council, including lease
costs/depreciation and maintenance for each make and model along
with the staff members name,department and grade, and financial
contribution made by them (if any) towards the vehicle.

Details of a similar request have been given by a different council
so said information is "Within the remit of the freedom of
information act"

• That the work involved in locating, retrieving, extracting and collating the information will not exceed the cost limits set out in the Act; and
• That the information you have requested does not fall under an exemption set out in the Act. If the council chooses to use an exemption it must, in many cases, conduct a public interest test to make sure withholding the information rather than disclosing it best serves the public interest.

Thank you for your email. As you made your request under the Freedom of Information Act 2000, the format of this response is formal in order to meet the legal requirements set out in Part 1 of that Act.

The council is not willing to provide the names of individual members of staff and, as this constitutes personal information, it is exempt from disclosure under S.40 of the Freedom of Information Act.

The council does not hold depreciation costs specific to each car.

The remaining information held by the council has been sorted by Service and is contained in the attached PDF, which I hope you will find of interest.

Dear Vincenzo Ardilio,

I thank you for your reply, however recent information passed to me
has indicated that the list provided is not up to date, further
although i realise names cannot be given i request the status of
individuals or their grades within the council to warrant use of
said cars, the list you have provided ( although not up to date )
breaks down vehicles by department, i have information that said
vehicles are not allocated to a department for general use but are
appointed to individual members based on their standing / position
within that department, i request a breakdown of how Guildford
Borough Council allocates its appointed Lease cars please.

Dear Mr Masters

Thanks for your email. As far as we are aware the information was based
on our records as at the date on which we received your request. As I am
not sure on what basis you suggest that the information is out of date I
cannot investigate further.

Turning to the rest of your enquiry, the attached spreadsheet sets out the
grade and department of each person who has a lease car, the type of car
they have and a letter which corresponds to the reason they qualify for a
car, e.g. mileage or as part of the reward package for their grade.

For grade cars: entitlement is part of the reward package. For mileage
cars: it is cheaper for the Council to provide a lease car and pay lower
mileage rates than pay higher mileage rates on an employee's private
vehicle. In both cases the arrangement also supports our green transport
and carbon reduction aims as lease cars must be below limits for CO2
emissions which we have set.

I trust the above addresses your enquiry but obviously you are welcome to
contact me if you require clarification on the contents of this email. I
apologise for the delay in our reply. Over the past year the council, like
most public authorities, has experienced a sharp increase in the number of
requests received from the media and from commercial organisations for
research and for marketing purposes and this has placed a considerable
burden on the council's limited resources.
