Dear Sir or Madam,
I am aware that it is against the bye laws laid down by Liverpool
City Council's Business Improvement team that it is illegal to hand
out leaflets or flyers within the city centre. However, I cannot
find information anywhere which details where exactly is classed as
the city centre, where the boundaries start and end. Can you please
provide me with this information in detail?

Please find a copy of the Bylaw.
It is illegal to hand leaflets out throughout Liverpool, but it is
enforced more in the City Centre because of the Litter problem that we
have encountered over the years.
