Dear Mr Buckley

As you know, your email to the Central Enquiry Unit of 25 March has been
passed to me for reply. You asked for Scottish Government spend with
Common Purpose since 2005 and for invoices to be supplied. This request is
under the Freedom of Information (Scotland) Act 2002.

The Common Purpose training programmes have been used by staff within the
Scottish Government as one way, amongst many others, to develop skills and
experience. From 1 April 2006, participation on the Common Purpose
training programmes was delegated to individual business areas to consider
as part of an employee's learning and development needs. The information
on expenditure on those training programmes has been gathered from those
individual business areas rather than a single source. It may not cover
staff who have attended a Common Purpose training programme but who are no
longer employed by the Scottish Government. I judge that those numbers are
very small.

The Scottish Government's expenditure on Common Purpose training
programmes was:

2006-07           £40,000

2007-08           £27,000

2008-09           £9,000

You asked for invoices to be supplied. Although we do endeavour to provide
information whenever possible the costs of locating, retrieving and
providing the information requested would exceed the upper cost limit of
£600. Under section 12 of FOISA public authorities are not required to
comply with a request for information if the authority estimates that the
costs of complying exceeds the upper cost limit, which is currently set at
£600 by regulations made under section 12. However, I hope that the
breakdown of expenditure above is sufficient for your purposes.

If you are unhappy with this response to our request, you may ask us to
carry out an internal review by writing to Stella Manzie, Director General
Finance and Corporate Services, Area 3-D93, Victoria Quay, Edinburgh. Your
request should explain why you wish a review to be carried out and should
be made within 40 working days of receipt of this email. We will reply
within 20 working days of receipt. If you are not satisfied with the
result of the review, you then have the right to make a formal complaint
to the Scottish Information Commissioner.
