I acknowledge your request for information which I received 23rd February

the Freedom of Information Act 2000, subject to the information not being
exempt or containing a reference to a third party.

For your information, the Act defines a number of exemptions that may
prevent release of the information you have requested. There will be an
assessment of the exemptions and if any of the exemption categories apply

Thank you for your response.

In answer to whether the decision is in the public interest, I feel it is with respect to a sensible use of public money.

Working in the web industry, projects are quite often priced and delivered with little regard for proper use of public money. The end result is often something which could have been delivered for less. The problem with this is, it is never apparent until after launch, when it is too late do flag to relevant parties. This is unfortunately something which happens a lot in the public sector, hence my request. By letting knowledgable parties view the proposal with costs, overpriced items can be brought into question.

Hope this helps with explaining my reasons for submitting the FOI request.
