What these responses demonstrate is that Natural England can’t distinguish between land made accessible by the Countryside & Rights of Way Act (CROW), and land which was already publicly accessible prior to the Act. Consequently it’s impossible to judge how successful CROW has been in opening up the countryside to walkers. So we should all remain sceptical; especially since the responses from Natural England also demonstrate that, short of buying a complete new set of OS maps for the region one lives in, it’s impossible for ordinary members of the public to find out where this access land is located, and hence to walk over it. So much for the much-heralded right to roam.
