Dear Mr Berry

Thank you for your FOI request, which was received by Lancaster City
Council on 11 October 2009.

I'm sorry that you have not received a reply to your e-mail in the
specified timescale. This was due to illness.

In answer to your query, I can confirm that performance related pay does
form an element of your overall salary. Highways employees are part of the
Red Book which determines the national agreement on pay and conditions of
service and it states that employees are paid a "Guaranteed minimum
bonus".

This has been in place since 1st September 1988. As far as we are aware
the scheme has never been reviewed

I am not aware of any other departments in the Council where performance
related payments are applied.

If you are not happy with this response please contact Tracey Hurst, by
emailing [email address], in the first instance. If you are still
not satisfied you have the right to ask for an internal review of the
decision. This will be dealt with by the Head of Legal and Human
Resources. If your appeal is not resolved you would then have the further
right to appeal to the Information Commissioner for an independent review.

Yours sincerely
