I would like to know:
(a) How many staff working at or connected with the former Knowl
View Children's Home were respectively:
(i) at any stage given paid leave;
(ii) at any stage redeployed to other posts within the authority;
(iii) at any stage party to early retirement/redundancy agreements
of any kind, including compromise agreements;
(iv) at any stage subject of disciplinary procedures
(b) The start and if applicable end dates of any such paid leave,
redeployment, early retirement/redundancy/compromise, disciplinary
procedures

Personnel and HR records are kept for 6/7 years and as Knowl View School
closed in 1992, the information you requested is no longer held by the
Authority. I am sorry we have been unable to assist on this occasion and

Dear Ami Dennison,
Thank you for effecting some reply. Though this is deeply
unsatisfactory answer that does not meet my needs.
Leaving aside, for the time being, the lack of explanation for the
complete failure to provide a timely response, I am very sorry but
I am finding this reply rather disingenuous.
As far as I know my enquiry should not require reference to
individual personnel files dating back to 1992 and therefore you
assert, not held after 1999.
Though I would be interested to have a confirmation from you that
these particular staffing and HR records were in fact disposed of,
given that there have been a series of inquiries into the conduct
of Knowl View, proceeding until quite recently.
I believe there may well be staff, formerly employed at Knowl View,
who remained in council employment by redeployment and indeed long
term sickness aka gardening leave and it is those employees that I
am particularly interested in.

As you will see I am requested NUMBERS of staff so affected and NOT
their names or even job titles never mind their personnel or HR
records.
I would expect this information to be present in council and
committee and departmental reports, minutes of meetings,
proceedings and supporting papers of inquiries and so on and so
forth. In other words items that would be still kept.
Can you please review my request and your reply urgently and
provide any and all numerical information you do still hold?
Can you please also confirm the numbers of staff who once worked at
Knowl View who ARE STILL EMPLOYED in any way - including long term
sick, gardening leave, redeployed to light duties etc - by Rochdale
MBC or any relevant arms length organisation?
Can you please also confirm the numbers of staff who once worked at
Knowl View who WERE STILL EMPLOYED in any way - including long term
sick, gardening leave, redeployed to light duties etc - by Rochdale
MBC or any relevant arms length organisation until any date for
which personnel and HR records are still available?
In other words after about 2002.
Can you please also locate and urgently respond to my other
enquiries with regard to Knowl View viz. re the membership of
boards of trustees, committees and sub-committees, responsible
councillors and so on and so forth. This information must surely be
held by Rochdale MBC?
Finally, if the information you are not providing is NOT held by
the authority but IS held by another public authority can you
please urgently provide the details for that other authority.

Further to my letter of 11 June 2009.
I still wish for an internal review on Rochdale MBC's performance
in answering my FoIA requests. This has been very poor in my
opinion.
Clearly if there is in your view a rechargeable cost to answer any
of these requests you need to advise that cost and allow me to
respond to that.
My view is that feet are being dragged on all three of my requests.
These may be regarded as politically sensitive areas. Nonetheless
that is no excuse for delay and would be no excuse for charging for
material that should be easily retrievable.
I am not impressed. Please provide the answers that you can provide
urgently and free and gratis. Or failing that quote the costs
involved and what will be available if those costs are met.
