Dear Sir or Madam,

concerning the period September - December 2008, please could you
confirm or deny the existence of correspondence in which Kip Meek
was invited to review, or contribute to, or amend the Governments
response to EC Infraction proceedings concerning BT covert trials
of Phorm surveillance systems in 2006 and 2007.

In recent disclosures to other requests, the BERR policy unit
"Broadband, Spectrum and User Impact Policy" are named in
correspondence items. Kip Meek was appointed by Lord Stephen Carter
to be "Independent Spectrum Broker".

Kip Meek joined Phorm as a non-executive director in December 2008.
