As you are aware the original request of 25th February 2009 has not
been fully answered and information was requested concerning Eddie
Walsh.

Kent County Council appears to operate in a far from transparent
manner especially it seems, when it fails to answer FOI's in a
direct and straightforward way, as would be expected from a Public
Corporation.

(It is also interesting to note that some companies from the
original listing have since been removed.)

With regard to the listing of "KCC companies" that you provided when

this list is a record created by Kent County Council. If you can confirm
where you obtained this information from, we can then investigate and
perhaps comment on why the list may have changed and who may have changed
it.

As I explained to you in my original response, information to answer your
five questions about Kent Access Ltd is already accessible to you
from Companies House and is therefore exempt from disclosure under section
21 of the Freedom of Information Act 2000. However, in the interests of
openness & transparency, the answers to your questions are listed below:

1. The Company was incorporated on 06/07/1998

2. Alex King is the Company Director

3. No services are provided, it is a dormant company

4. No profits or losses have been made or incurred, it is a dormant
company

5. It is a Limited Company.

I can also confirm that Eddie Walsh is a KCC employee.

The Director of Law & Governance has studied your original request and our
response to it, plus all the "follow-on" emails since then. His opinion is
that Kent County Council has fully complied with Freedom of Information
legislation, providing you with all the information held by the Council
within statutory timescales. In response to your comments in your email
below, the source of your information, the D&B small business website, is
hosted by an American company, Dun & Bradstreet, and the Council has
absolutely no idea as to where they have collated their information from,
although the list which appears to be KCC premises would suggest telephone
directories. What the Council can confirm is that the information relating
to KCC on this website is misleading and inaccurate.

I trust that this explanation now satisfies your complaint. However, if
