Dear Driver and Vehicle Licensing Agency,
I have just bought a new car. The garage have given me a slip from
DVLA listing me as the new Keeper!
1. Am I not the owner of the car?
2. Under what law am I required to be a registered keep?
Yours faithfully,
Mr Cooper

Lewes left an annotation (13 November 2011)
The annotation dictating that the DVLA becomes the owner is utterly incorrect.
The DVLA do not make you tax it and cannot take it away because they own it, but because the law states that as a condition of using a car on the road, you must pay VED, just as to watch TV you must have a licence. They can take your car away under the law that says if you dont obey the rules there is a penalty, just as if you were to take a knife onto a plan, they can confiscate it because you have broken the rules.
Ownership for cars is the same as any other object, you buy it, you own it, you get given it, you own it. There is no registration of ownership, as there isn't for any other thing (except houses). I jointly own my car with my fiancée, but I am the registered keeper, but we pay equal amounts into buying it and upkeep.
