Dear Ms Nicholls

Thank you for your request for information and you reminder email. Please
accept my sincere apologies for the delay in replying to you; I appreciate
Kent County Council has not complied with statutory timescales on this
occasion.

You initially asked the Council if it was possible to view individual
County Members' of KCC Highways grant usage given over to local schemes
and request for improvements in 2009/10, and in a subsequent email you
would like to receive information on both the Member Highway Fund and the
Member Community Grant.

The Member Highway Fund is a new fund set up during the 2009/10 financial
year which allows Members to spend up to £25,000 on local Highways
related projects.

In order for the project to be approved, the elected Member is required to
submit an application relating to the project, the application is then
subject to an investigation to see if it is feasible. If so, the
application then goes before the Cabinet whereafter if approved the
Cabinet Member will sign off the application for implementation.

Attached is a spreadsheet indicating the number of Member Highway Fund
applications as of 6th January 2010. On the spreadsheet, the "number
being investigated" column includes all applications that are currently
being processed. The "number awaiting approval" column are those
applications that have been agreed by Members and are awaiting approval
from the Cabinet Member. To date no applications have been signed off and
no money has been released.

Please also find attached a copy of the Member Pack which was provided to
Members at the launch of the Member Highway Fund. This provides further
information with regards to the Highway Member Fund, what it can be used
for and the criteria for applications.

More information about funding for community projects is available from
our website.

Please see the annual reports for each of the twelve local boards to see
what local projects were supported in the last financial year.

If you are unhappy with this response, and believe KCC has not complied
with legislation, please ask for a review by following our complaints
process; details can be found at this link
[3]http://www.kent.gov.uk/your_council/have...
on our website. Please quote reference FOI/09/1411.

If you still remain dissatisfied following an internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner*s website
