Number: CHS/877JMN

Thank you for your request for information, which was received by
Manchester City Council on 9 July and is being considered under the
provisions of the Freedom of Information Act 2000.

The Council requires additional time to fully consider this request under
the provisions of section 10(3) of the Act in order to determine whether
the public interest lies in disclosure.

The qualified exemption which may apply to the information you have
requested is Section 36: prejudice to the proper conduct of public
affairs.

I aim to respond to this enquiry within 40 working days from the date of

When considering my request and your public interest test please
note the ICO lists the following public interest factors that would
encourage you to disclose the information requested:

• furthering the understanding of and participation in the public
debate

of issues of the day. This factor would come into play if
disclosure

would allow a more informed debate of issues under consideration by

the Government or a local authority.

• promoting accountability and transparency by public authorities
for

decisions taken by them. Placing an obligation on authorities and

officials to provide reasoned explanations for decisions made will

improve the quality of decisions and administration.

• promoting accountability and transparency in the spending of
public

money. The public interest is likely to be served, for instance in
the

context of private sector delivery of public services, if the
disclosure of

information ensures greater competition and better value for money

also assure the public of the personal probity of elected leaders
and

officials.

• allowing individuals and companies to understand decisions made
by

public authorities affecting their lives and, in some cases,
assisting

individuals in challenging those decisions.

Thank you for your request for information, which was received by
Manchester City Council on 9 July 2010 and has been considered under the
provisions of the Freedom of Information Act 2000. I would like to
apologise for the delay replying to your request. As mentioned in Mick
Wilson's letter to you of the 6 August 2010, the Council required
additional time to fully consider your request under section 10(3) of FoIA
in order to consider the qualified exemption under Section 36 of FoIA and
to determine whether the public interest lay in disclosure of the
information that you have requested. The Council has now carried out the
public interest test and has determined that on this occasion the balance
of the public interest lies in the disclosure to you of a complete copy of
all of the minutes of the meetings of theJoint Councils that are held by
Manchester City Council . I therefore attach to this e-mail a copy of the
minutes concerned.

In response to your request, I have attached the information as follows.

I would be grateful if you could confirm to me whether you still require
the Council to carry out a formal Internal Review into the handling of
your FoIA Request
