On 28 April 2008 I received an almost complete copy of the contract
signed between Liverpool City Council and 2020 Liverpool Limited
(majority owned by Mouchel Parkman Ltd) draft copy date 11 November
2003

Clause 1.4(b) of said contract sets out the requirement of the
Council to enter into an IT Agreement with the company in respect
of information technology and payroll "no later than 15 November
2003."

May I have a copy of the contract known as the "IT Agreement" which
stipulates the full terms, services and all payments made by the
council for these services?

Under Section 11 of the Freedom of Information Act I express the
preference for this information to be transmitted to me either in
electronic form to the reply-to email above, or as a permanent URL
for the contract hosted on the Council's own website. I prefer
*not* to receive it in a hard copy form to my home address.

Dear Wendy Twigge,

Thank you for trying to find that IT Agreement. The 2003 contract
between the Council and the Mouchel Parkman subsidiary is the only
place I have seen it referenced. I accept that the services
described in it had already been contracted out to BT in 2001, so I
can't explain its presence at all.

I look forward to receiving the BT contract in due course to get a
wider picture of how affairs of this scale are run.
