tax is voluntary'.
Questions like this are not generally answerable under the terms of the
Freedom of Information Act; for the future you might find the Information
Commissioner's procedural guidance on how to make requests useful. It's

The straightforward answer to your question is `no'. If you want further
information, HMRC publishes the taxes legislation and our manuals, which
