Thank you for your request for information about iPads.  Your request was
received by the council on the 10 May 2012.    We apologise for the delay
in you receiving this acknowledgement and for any inconvenience that this
may have caused.  However, as you will be aware the council had been
considering dealing with this request via another route.  We can confirm
that this has now been received by the Information Rights Team and it will
be dealt with under the terms of the appropriate Information Rights

Your request for information on iPads
 
We have now considered your request for information and a copy of the
information is below.
 
The iPads were purchased on the 8th March, and arrived at Stoke on the
30th March from the supplier.
 
A number of areas within the Council requested the Ipads:
 
1.      Children Centres (50 Machines)
a.      requested by Children Centre Service manager
b.      Purpose – the iPads will be used to help practitioners working
with families to understand how children learn and develop, and how
parents can   support learning in the home.
c.      Users -  Staff and parents  will be using the devices to  capture
(through video/pictures, and text) the child’s development over a period
of time.
 
2.      Schools (53 Machines)
a.      requested by the ICT lead for school learning services
b.      Purpose – To create a learning resource library, to enable staff
to exploit the benefits of the new technology within the classroom
c.      Users – Teachers and pupils, primarily within the classroom
environment
 
3.      Cultural development (3 Machines)
a.      requested by the Cultural development officer
b.      Purpose – to showcase the best of local industry to a national and
international audience (eg ‘Stoke your fires’)  supporting our inward
investment      case.
c.      Users – Cultural development team
 
4.      Museums (3 Machines)
a.      requested by the Digital management officer 
b.      Purpose – to improve the visitor experience as part of regular
exhibitions.
c.      Users – general public
 
5.      IT (1 Machine)
a.      Requested by the Core Infrastructure manager
b.      Purpose -  to provide support for the use of  Ipads within the
Authority
c.      User -  support person
 
There is no additional software added to the above machines, except for
the Children Centre and support machines which will  have our secure email
client software on them.
 
The information supplied may be used for domestic or journalistic
purposes. Its use for commercial gain including issuing to the public may
be subject to the issue of a licence under the Reuse of Public Sector
Information Regulations 2005.

Dear Mr Norris,

Please see below our answers to the points you have raised in your email of 18/05/12:

- Can you please clarify the policy/procedure of the other route you were taking?

Customers can make requests for information directly to the service concerned or to the Information Rights Team. If the service receive the request and can respond to it easily and no exemptions apply then they can do so, this is called a Business as Usual Request. This usually applies to requests where the requester has not specifically asked to make an FOI request and the response can be easily provided, this is at the authorities discretion. There is still a requirement that the 20 working day statutory deadline is met.

This does not in any way prevent a requester from asking for an internal review if they are dissatisfied with the information provided. It is to enable where possible requests to be responded to directly from the service concerned to ensure we are delivering as an efficient service as possible to our customers.

- Are all Councillors entitled to submit FOI requests in the name of a resident, or just cabinet members?

Anyone can submit an FOI request. FOI is applicant and motive blind so we would not need to know whether or not the request was made on behalf of someone else. As long as S8 of the FOI Act is met to ensure the request is valid (in writing, name of the applicant, address for correspondence, legible, describes the information required) then the request will be considered.

We do advise Councillors to direct the public to the Information Rights Team if they are approached in regard to making an FOI request. This is to ensure we are consistent in our guidance to the public and Councillors about how to make a request and so that FOI requests are co-ordinated from a central point.

- What are the benefits of Concillors using a residents name rather than their own for a FOI request?

There are no benefits of a councillor using a residents name rather than their own to make an FOI request. Information provided through FOI is classed as being released into the public domain, so anyone making the same request would receive the same information. This is why as explained above FOI is considered applicant and motive blind.
