Dear Sir or Madam,
The website below states that "Westminster City Council attempted
to foil the bikers [during their demonstration on 11th May 2009
against the recently introduced motorcycle parking charge] by
changing the traffic light sequence at various junctions along the
route".

Can you please advise whether the above statement is correct, and
if it is, please provide the following information:-
1. Who in the council instructed and carried out the change to the
traffic light sequence at various junctions along the route? Please
provide first name(s), surname(s) and job title(s).
2. If no council staff or councillor initiated or carried out the
change to the traffic light sequence at various junctions along the
route, please provide details of who instructed non-council staff
to do so and the (non-council) individual(s) to whom the task of
changing the traffic light sequence was delegated. Please provide
first name(s), surname(s), job title(s) and the organisation(s)
they work for if applicable.
3. Was the attempt to foil the bikers by changing the traffic light
sequence at various junctions along the route authorised by the
Council's senior management and if so, who in particular authorised
such activity to take place? Please provide first name(s),
surname(s) and job title(s).
4. Were Peter Large, Head of the Legal Department at Westminster
City Council, Councillor Danny Chalkley and Councillor Colin Barrow
consulted on this matter and if so, did they each give their
consent?
5. Please advise the amount of council time that was spent in
making the decision of changing the traffic light sequence at
various junctions along the route and the amount of council time
that was spent in actually completing the task. Also, please advise
the total cost in pounds sterling that the council incurred as a
result of changing the traffic light sequence.

Dear Mr Jones
Thank you for your request for information regarding changing of traffic
light signals.
The statement "Westminster City Council attempted to foil the bikers
[during their demonstration on 11th May 2009 against the recently
introduced motorcycle parking charge] by changing the traffic light
sequence at various junctions along the route" is not correct and the
City Council did not change signal timings as is alleged and cannot change
the signal timings without the co-operation of Transport for London (TfL).
The installation, operation and maintenance of traffic signals comes under
the jurisdiction of TfL not Westminster City Council. We did not alter the
timings and we do not hold the information you have requested. Should you
require additional information on signal timings you will need to contact
TfL. If you have any queries or concerns then please contact me.

Dear Sir or Madam,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request more information following the City
Council's response to my FOI number 3803 titled "Involvement of
Westminster Council in the bikers' demonstration on 11th May 2009".
Your response states that "the City Council did not change signal
timings as is alleged and cannot
change the signal timings without the co-operation of Transport for
London (TfL)".
Would you please confirm that the City Council DID NOT approach
Transport for London (TfL) in any way prior to or during the
bikers' demonstration on 11th May 2009 to request/ask/suggest that
the traffic light
sequence be changed at various junctions along the demonstration's
route.
In case the City Council did approach TfL prior to or during the
bikers' demonstration on 11th May 2009 to request/ask/suggest
changing the traffic light sequence, please advise who specifically
approached TfL (name, surname and job title) and whether such
approach was authorised by the City Council's senior management
(please also advise details of who in the senior management team
might have given authorisation).
