Dear Defence Nuclear Safety Committee,
Would you please provide any risk assessment about the liability at
international law that would be borne by the United Kingdom, in the
event of a nuclear accident on the high seas (international waters)
caused by a British nuclear-powered submarine or one carrying
nuclear weapons. A short report or executive summary as presented
to a Minister would suffice. Thank you very much.
Sincerely,
Dr Kaihsu Tai
