Matt Hupfield made this Freedom of Information request to Staffordshire County Council
The request was successful.

13 March 2009
Dear Sir or Madam,
Under the Freedom of Information Act could you please provide me
with the following:
- Details of the procedures followed when the Local Authority is
informed of or learns of a child being educated other than at
school.
- Copies of all documents which detail any part of these
procedures, for example details of how any records are to be kept,
what information is to be gathered about the child, how it is to be
gathered and whose responsibility it is to do so.
- Copies of all documents that are used in relation to these
procedures. This should include for example copies of the 'Exit
Interview' questionnaire sent by the EHE team to the child's last
school, and any other information gathering forms sent to other
agencies.
I would appreciate it if you could acknowledge receipt of this
request. If there is anything you are unsure of in my request
please ask for clarification.
Yours faithfully,
Matt Hupfield

Dear Stibbs, Lian (L&G),
Thank you for the documents you have provided.
I am assuming then, as nothing else was provided, that the publicly
available 'Guidance Notes for Parents' booklet, which you provided
a link to, is the only documentation used by Staffs EHE team which
details the procedures followed when the Local Authority is
informed of or learns of a child being educated otherwise than at
school.
If this is the case I would be surprised, and more than a little
concerned. Could you please clarify and confirm for me the fact
that the EHE Team have no other documentation (public or internal)
which details their guidelines or procedures.
If this is not the case could you please provide copies of those
documents as originally requested.
Yours sincerely,
Matt Hupfield
