Dear Sir or Madam,
In 2005, the HSE published a report with recommendations following the Glenridding school trip tragedy.
The HSE investigation of the tragedy said that there were lessons to be learned both by those who lead educational visits to high hazard environments and by those involved in their management. The HSE said it was important that these lessons should be widely disseminated.
The DfES/DCSF will have brought the HSE recommendations to your attention and to the attention of Cardiff schools.
Please can I see copies of what you and your schools were sent by the DfES/DCSF?
Can I also see copies of anything that you as an authority sent to schools on this subject?

Thank you for your request under the Freedom of Information Act 2000 about Health & Safety recommendations following
the Glenridding school trip tragedy received on 01/08/08.
We have considered your request and enclose the following information:
Following the devolution settlement control over education passed to the Welsh Assembly Government. Local authorities and schools in Wales have not subsequently taken advice from the DfES/DCSF. As an authority we would not, therefore, have received the HSE recommendations from the DfES. Neither have we any record of receiving similar information from the Assembly Government.
The Schools and Lifelong Learning Service in Cardiff has, nevertheless, included the Glenridding recommendations in the training programme that we deliver to all our educational establishments. We have further included a section on the lessons learnt from the Stainforth Beck tragedy.
Cardiff now employs an Outdoor Education Adviser, a key recommendation following Stainforth Beck. This person is responsible for the training of Educational Visit Co-ordinators in schools and youth centres as well as for the monitoring of standards and provision.
Following Glenridding and Stainforth Beck local authorities across the border were instructed to re-visit and revise their guidelines and procedures for educational visits. In Wales we have moved a step further, working with the Assembly Government on the production of a national guidance document which is due to be issued to all schools in September 2008. All educational establishments in Wales will from that date follow the same procedures.
By December 2009 we hope to have completed our programme of EVC training. We will then embark on a similar training scheme for group leaders. This training will include a practical session on Safety at Water Margins and will again address the issues raised by the Glenridding enquiry.
