Dear Sir or Madam,
1. Please can you inform me whether historical data regarding
expired points on a driver's licence is provided or accessible from
you to car insurance companies?
2. Do you keep spent offences on file for longer than they appear
on the licence itself?
3. Lastly, are insurance companies permitted to quote higher
premiums against a driver on the basis of points which have already
expired?

Dear Mr Elliot-Smith
Thank you for your email making a request under The Freedom of
Information Act 2000 (FOIA). Questions on penalty points on Drviers
Licences are dealt with daily as DVLA's routine work, so we are
responding to you under 'business as usual'.
1/ Only details of valid endorsements show on a drivers record and will
only be made available to an insurance company with the record holders
consent.
2/ Again only valid endorsements show on a driver record but details of
expired endorsements will remain on the licence until a further licence
is applied for.
3/ Insurance premiums based on endorsement details is entirely a matter
between the insurer and insured.
