Information realting to the issuing of PCN's

Dear Sir or Madam,
I would like to know the following information relating to the
management of and the issuing of traffic Penalty Charge Notices
(PCN's). That is:
1: Are the civil enforcement officers who issue PCN's direct
employees of the borough council or is this function outsourced to
a 3rd party service provider, and if so whom?
2: Are the civil enforcement officers in any way targeted or
rewarded e.g. through the payment of any type of bonus on the
number of PCN's they issue? If so what are these targets and the
bonus or reward structure
3: From the number of PCN's issued over the last five years I would
like a break down of the number of these that have been issued
these have been issued by each penalty code e.g. code 1, code 2,
code 3 etc.
4: Finally I would like to know out of how many PCN's issued over
the last fives years and that have been appealed against what has
been the appeal success rate as a percentage of each violation code
