Information on gap year company 'Frontier'

Dear University of Leeds,

In accordance with the Freedom of Information Act 2000, I would be
grateful for details of the university's dealings - if any - with
the following companies:

The Society for Environmental Exploration (Operating as 'Frontier')

Frontier Ltd (sister company to the above)

The former company sells overseas volunteer projects to gap year
and university students, the latter company provides marketing
services to the former.

I would like to know of any correspondence between either company
and the University of Leeds. I would also like to know if any
representatives from Frontier have visited the university to speak
at any public events such as conferences, careers fairs etc or if
there are any plans for this to happen.

I would also be very grateful if you could find out whether or not
the university has any kind of business relationship with Frontier.
In particular, does the university facilitate marketing and
advertising for Frontier, (for example, posters, advertisements in
emails or letters to students, links on websites etc.

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of University of Leeds's
handling of my FOI request 'Information on gap year company
'Frontier''.

I am long overdue a response to my request and very dissatisfied at
being completely ignored by your Freedom of Information team.

Dear Joshua Carroll

I am very sorry not to have replied sooner to your request sent on 21st January and the reminder sent on 13th February. I am also sorry that you have been put to the trouble of requesting an internal review of the University's failure to respond to your request. I hope you have not be too inconvenienced. The reason for the delay is my own personal fault in that having retired from full-time employment I seem to have lost track of the passage of time at the start of my part-time re-engagement and I was obviously failing to access the foi e-mail account with the required regularity. Hopefully there will be no repetition of this type of problem - we have now established different arrangements here at Leeds such that at least two staff are notified of the receipt of requests with the compilation of responses being undertaken by members of a wider team.

In answer to your enquiries I have established that Frontier Ltd has attended the following events organised by the Careers Centre since September 2008:

Links to the Frontier Ltd website are likely to have been included in listings of organisations offering volunteering opportunities drawn up for students considering volunteering. There have been no arrangements for advertisements in emails or letters to enable Frontier Ltd to communicate directly with our students as the service we provide is designed to alert students to the opportunities available and it is their own decision whether or not to pursue them.

The relationship between Frontier Ltd and our Careers Service is the normal type of business relationship between external recruiters and the University i.e. recruiters may book, and pay any relevant fee, in order to attend the Fairs our Careers Service organises so that our students can access information which may be of assistance to them. No special arrangements or services have been extended to Frontier Ltd by the Careers Service and, as far as we can establish there is no correspondence between the University and Frontier Ltd other than the booking forms completed by Frontier Ltd in order to attend Careers Fairs.

If you are interested in receiving information on the fees paid by Frontier Ltd in order to attend our Careers Fairs please let me know.

If you have any queries about this letter, please contact me.

If you are unhappy with the service you have received in relation to your request and wish to make a complaint or request a review of our decision, you should write to Mr D Wardle, The University Complaints Officer, The University of Leeds, Leeds LS2 9JT.

If you are not content with the outcome of the internal review, you have the right to apply directly to the Information Commissioner for a decision. Generally, the ICO cannot make a decision unless you have exhausted the review/complaints procedure provided by the University.
