Dear Electoral Commission,
Can you please provide me with a copy of all the individual replies
received from local authorities in response to the "Direction to
Report under Section 9B (1) PPERA 2000 - Performance Standards for
Electoral Registration Officers in Great Britain" issued by the
Electoral Commission in 2009 and contained in Circular EC16/2009,
24 August 2009?
Where available, please provide the copies in data format (e.g. in
Excel where councils used the Excel templates provided with the
circulars).
Please also provide any aggregated statistics or analysis compiled
by the Electoral Commission of the returns.
I am happy to receive the files on a CD by post if there is an
issue with the total file size of all the responses.

Thank you for your request under the Freedom of Information Act 2000 (the
Act) dated 8 January 2010. The Commission aims to respond to requests for
information promptly and has done so within the statutory timeframe of
twenty working days. Your request is in bold below followed by our
response.
Can you please provide me with a copy of all the individual replies
received from local authorities in response to the "Direction to Report
under Section 9B (1) PPERA 2000 - Performance Standards for Electoral
Registration Officers in Great Britain" issued by the Electoral Commission
in 2009 and contained in Circular EC16/2009, 24 August 2009?
The Commission does hold this information. We are currently in the process
of collating all the data provided as a response to "Direction to Report
under Section 9B (1) PPERA 2000 - Performance Standards for Electoral
Registration Officers in Great Britain" from Electoral Registration
Officers' across Great Britain. Once we have collected the full set of
returns, an analysis report and the assessments against each standard will
be published on our website. Our web tool will list all the results by
local authority, and a separate spreadsheet will list all the free text
supplied to us. The publication date is scheduled for the end of February
2010.
The Commission considers that this information is exempt from disclosure
under section 22 of the Act, and for the reasons set out below we are
withholding this information from public disclosure at this time. Under
section 22 of the Act, information held with a view to its publication at
a future date may be regarded as exempt from disclosure. The Commission
considers that at this time, given that we will be publishing the
information in due course, it is reasonable for us to rely on the
exemption, in particular because the information requested will be
published very shortly.
In reaching the decision to use this exemption the Commission has duly
considered the public interest test. While we recognise that there is an
inherent public interest in making the information you requested readily
available, there is also a public interest in the publication of accurate
information at a time when others have been informed it will be published.
The Commission will be publishing this information after reviewing and
finalising the information. We consider that disclosing the information
before the scheduled publication date would not be appropriate.
Having carefully weighed the public interest relating to possible
disclosure of the information requested, we are satisfied that it is not
appropriate at this time to disclose the information which the Commission
holds. The Commission is satisfied that maintaining the exemption at this
point outweighs the public interest in disclosure, particularly as this
information will be available from the end of February 2010 on our
website.

Commission operates a review procedure, details of which can be found on
