Independant Case Examiners CSA\CMEC staff

Dear Department for Work and Pensions,

1. Details of complaints procedure if you are disatifued with the
ICE habdling of your complaint.
2. Actual number of ICE staff or external independent contractors
who have previously been or are currently employed by CSA\CMEC.
3. Current total number of ICE staff.

Please provide actual numbers; if you do not hold this information
I suggest you obtain it as it reflects your portrayed independent
status badly if you do not keep a tally of current staffs previous
or current attachments with the CSA.

Thank you for your reply containing your complaint procedure
guidance notes. I will review it before making my complaint.
Unfortunately you have not answered question 2.

I asked a similar question but you did not answer the question
completely in your response to my FOI (nor have you done this
time); only admitting that current\previous CSA\CMEC staff do work
for the ICE but not giving me the actual number as requested of
you.

“1) The number of Independent Case Examiner employee’s who are
currently or have previously worked for the CSA\CMEC.”

Your Reply:

“The ICE office recruits from a number of sources, including CMEC.
We currently do have employees who have previously worked for CMEC,
but we do not keep statistical information relating to the actual
numbers.”

I do not believe in a department (ICE) which holds 104 members of
staff that you are unable to tell me exactly how many of your staff
members are or have been employed by the CSA and or CMEC.
Also this information is surely crucial as you are supposed to be
an independent body away from the CSA and CMEC. You cannot be
truely independent if members of staff are or have worked for the
CSA\CMEC.

Please answer my question fully, if you do not have the
information, gather it, I’m sure that someone could ask 104 members
of staff if they have worked for the CSA\CMEC in the past or are
currently on hire from CSA\CMEC within an hour.

Please answer me as promptly as possible; this request has been
outstanding for some time.

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Department for Work
and Pensions's handling of my FOI request 'Independant Case
Examiners CSA\CMEC staff'.

Please re-read the question number 2 in this FOI:
“2. Actual number of ICE staff or external independent contractors
who have previously been or are currently employed by CSA\CMEC.”

You have written;
“This question has already been answered but I will confirm for the
final time, that we do not keep this type of statistical
information for staff previously employed by CSA/CMEC.”

I have asked for the actual number of staff or external independent
contractors who have PREVIOUSLY been or are CURRENTLY employed by
the CSA\CMEC. You have told me that you do not hold information
about your staff who have previously been employed by the CSA\CMEC.

You have neglected to mention about your current staff? Is it also
the case that you do not know exactly how many staff members who
work for ICE have or are currently also working for the CSA? It is
not out of the terms in an FOI request for you to gather this
information as it would take a small amount of time. You have made
no attempt to gather this information.

Please forward this for internal review. If you then do not answer
the question after internal review I will approach the Information
Commissioner.

The question is very simple. It is not good enough to simply say
that “you do not have that information”, you must make an attempt
to gather the information under the terms of the FOI Act. It is
also very worrying that you do not hold this information about your
employees as you are meant to be an independent organisation away
from the CSA\CMEC.
