When DWP employees call members of the public by telephone, highly
confidential information is often discussed. Could you please tell
me what policies, procedures and training DWP has put in place to
allow members of the public to be confident that they are talking
to a DWP employee, rather than a potential identity thief?

On 17th May I sent you the following request. I received an
automated acknowledgment of the request, but I've still not
received an answer.

I'm still very interested in knowing your response to this request:

When DWP employees call members of the public
by telephone, highly confidential information
is often discussed. Could you please tell me

Dear DWP Adelphi Freedom-of-Information-Request,

Thankyou for your reply (ref VTR485). Unfortunately, it still does
not appear to contain any useful information.

The word document attachment in your reply claims to contain two
attachments: "PP 028.doc" and "OUTBOUND CALLER SCRIPT.doc", but
these appear to be merely copies of the icons, rather than the
documents themselves.

The attachment also states "If you are not satisfied with the
handling of your request please tell us why, to the email address
above, within two calendar months of the date of this letter.". The
only thing that looks event remotely like an email address in the
attachment is "[email address]". I presume that both of these
omissions are simple mistakes and that I'll be receiving a
correction very soon.

I note that under the terms of the Freedom of Information Act I
should have received a full reply no later than 17th June 2008.

Dear Mr Bennett,

Thank you for your email.

I am sorry that you are unable to open the attachments "PP 028.doc" and
"OUTBOUND CALLER SCRIPT.doc". I have re-attached them to this email;
please do let me know if you have further problems opening them.

I am also at a loss to explain why the email address has not appeared in
a readable format. The only two email addresses contained in the letter
are '[DWP request email]', which is the email
address you have already used to send this request to, and
'[email address]', which is the email address for the Information
Commissioner's office.

I hope this is of help.

If you are not satisfied with the handling of your request please tell
us why, to the email address above, within two calendar months of the
date of this letter. DWP will then arrange for someone to conduct an
internal review of your request and its handling/decision. The review
will be conducted by a senior officer. This person will have taken no
part in the original decision. You will be advised of their decision in
writing.

If you are not content with the outcome of the internal review you have
the right to apply directly to the Information Commissioner to look into
the way your request has been handled. Please note that generally the
Commissioner cannot make a decision unless you have first exhausted

Unfortunately, it confirms my original concern, that is, that the
procedures you have in place do NOT allow an individual to have any
confidence that a caller is truly representing the DWP.
