Identification Cards for EU and EAA citizens

Dear Identity & Passport Service,
This is a Freedom of Information request.
On Thursday 4 February 2010, as reported by Lords Hansard, Lord
West stated that:
"Since 20 October 2009, and up to and including 23 January 2010,
over 4,300 applicants have been enrolled or have made an enrolment
appointment for an identity card. Of these applicants over 3,000
have been issued with a national identity card."
1) Please could you tell me how many of those enrolled on the
register during that period were EU or EEA citizens who don't also
have British Citizenship.
2) Of the above, how many have been issued with the Identification
Card (the one that is "not a travel document").
3) Assuming any cards have been issued, is the picture of the
Identification Card on your 'Types of identity card' page:
http://www.ips.gov.uk/cps/rde/xchg/ips_l...
an accurate reproduction of the card being issued (it includes the
word "TEST", which suggests it might not have been the final design
that you went with).
4) If you have not issued any of these card yet, when do you expect
to start?

Dear IPS Freedom of Information Team,
Thank you for your reply to my FOI request (FOICR 13956/10).
Could you clarify your answer to question 2, please?
I asked you how many of those enrolled had been issued with an
Identification Card.
You replied:
"32 Plain (Identification cards) were printed."
What does "Plain" mean in this context? And, in the world of IPS,
do you really say "printed" when you mean "issued"? I would prefer
a straightforward answer to the question, if you could manage it.

Dear Mr Clift,
Further to your e-mail of 8 March, asking for clarification of the
answer sent to your FOI request, we are very sorry for this lengthy
delay in responding to you. We can now clarify that, from 20 October
2009 leading up to the date of your request, IPS have issued 32
Identification cards to EU or EEA citizens. The following link will

By "Plain", they mean Identification Card rather than National Identity Card.
Also, when they say "printed" I think it is a given that they mean "issued".
