As many millions of ID cards will be required by the scheme,
manufactured, processed, lost, replaced, and disposed of they have
a significant environmental cost.

Can you therefore provide me with copies of
- The environmental impact assessments that were made on the cards
before a final design was selected
- The estimate of the number of cards that will be recycled or
disposed of each year
once the scheme is running fully
- The planned procedure for the recycling of cards

Dear HQ Enquiries,

You wrote "Your request is being handled in accordance with the
terms of the Freedom of Information Act 2000. "

May I remind you that the Freedom of Information act required a
response by the 17th September. You appear therefore to be in
breach of the law and not as you claimed handling the request in
accordance with the terms of the act. I am somewhat disappointed
that you should have failed to handle what should be a simple
request.

I therefore request an internal review takes place and you fulfil
your legal obligations promptly. Should you fail to do so the
matter will naturally be escalated to the Information Commissioner.

Dear Reid Hazel,

Thank your for your message. Unfortunately the document you
reference does not contain the information requested.

It contains some boiler plate about the goals of the IPS in
minimising environmental harm and eferences to a data centre audit,
which is not part of the card selection process but of the
computing impact. I note this review while cited has not been
published either that I can find.

The document thus contains no material relevant to the query such
as analysis of the decomposability of the cards considered, the
number that will be recycled each year etc. In short it contains
the top level goals and platitudes not the material information
necessary to make or to show that the work was done properly.

As your claim of section 21 exemption appears to be improper I
regret that I must continue my request for an internal review.

Dear Information Access,

Thank you for your response and the pointer to the environmental
regulations. Your response however appears to be in error in your
response.

Schedule 1 of the WEEE regulations of 2006 includes

"Other products and equipment for the collection, storage,
processing,
presentation or communication of information by electronic means"

As the ID card contains a smart chip and performs some of these
actions it would appear to be WEEE, which means your response
indicating that the disposal is up to the householder is not
correct. Could you clarify this part of your response therefore.

Dear Mr Cox,

Thank you for your further query of 5 March, which has been passed to
the Identity and Passport Service to reply direct. I am sorry that it
has taken so long to do so.

I can clarify that the disposal of the ID Card does not fall under the
WEEE regulations. It does have a smartchip that is similar to that
incorporated into all European passports but this in itself does not
bring it under these regulations.

As guidance from the Environment Agency makes clear, a product does not
fall under the WEEE regulations if it does not use electricity to fulfil
its main purpose
(http://www.environment-agency.gov.uk/bus...).
The ID Card does not use electricity to fulfil its main purpose - it can
still be used as a form of identity and a travel document without use of
the chip. Thus WEE regulations do not apply, in the same way that they
do not apply to passports across Europe today that contain similar
technologies to our particular chip.
