Response to this request is long overdue. By law, under all circumstances, UK Border Agency should have responded by now (details). You can complain by requesting an internal review.

Dear UK Border Agency,
I note that in a recent Freedom of Information response [1] it was
revealed that the UK Border Agency has portable equipment for
"biometric enrollment" (taking fingerprints and photographs) for
creating entries on the National Identity Database and producing
National Identity Cards. It was stated that this equipment was
being taken to people's homes or hospitals to enable those unable
to travel to "enroll". The response also included the statement:
"We are currently reviewing extending this to those willing to pay
for a personal service in time for the implementation of ICFNs for
Tier 2 on 6th January 2010".
Could you please release the outcome of this review - both the
decision and any supporting reports or other documentation.
If a paid personal service, enabling people to pay a premium for
"biometric enrollment" in the national ID scheme without attending
a public centre is currently being offered could you please
release:
* Any web addresses pointing to details of the scheme.
* Any documents describing the scheme.
* Details of fees.
* Details of any eligibility criteria beyond mere ability to pay
the fee; eg. any restriction to the geographical area(s) in which
the service is offered.
* The number of individuals who have taken up the charged
"personal service" to-date.
If a paid service is not currently on offer, could you please
release any information you have relating to its potential
introduction in the future.
