have said that Manchester is in the running to be one of the
"beacon areas" for early deployment of ID cards.

Please tell me:

1) which areas are being considered as "beacon areas";
2) what the criteria were for their selection for consideration;
and
3) what the criteria are for final selection of "beacon areas".
