How the contract with IBM is managed

Dear Essex County Council,

I would appreciate it if you could
get me some replies to the following questions:

1. Could you provide me with a complete list of the projects that
IBM is involved with for ECC?

2. Is there a member/s of ECC who is responsible for overseeing the
projects that are run by IBM, if so can you name these members?

3. Does IBM have an over-arching contract with ECC or is new work
built into the agreement or are there separate agreements for work
as it arises?

4. For the original agreement for services from IBM what was the
scrutiny process and could you point me to the original documents
and minutes of meetings?

5. How does the council run/manage the relationship with IBM or is
it run on an adhoc basis? Do you have a scrutiny committee for ECC
dealings with IBM?

6. When services from IBM are required could you point me to
cabinet supporting documents and approval documents?

7. Could you explain why the list of top contracts with ECC
<http://www.essex.gov.uk/Your-Council/Cou...>
does not seem to include information about the work IBM does for
ECC?

8. The spending over £500
<http://www.spotlightonspend.org.uk/68/Es...>
shows some payments to IBM UNITED KINGDOM LTD and IBM UNITED
KINGDOM FINANCIAL SERVICES LTD, does this cover all payments to IBM
or is there another supplier that is a subsidiary of IBM but maybe
has a name without IBM in it, that is included in this list.

9. Could you explain the pattern of payments to IBM, is there an
initial payment for services and then subsequent payments for
additional work?
