How much is Anglesey's MD paid?

Dear Isle of Anglesey Council,

on the Today programme, BBC Radio 4, 16th March 2010 (1hr55min)
David Bowles refused to say how much he is paid as MD of Anglesey
Council. He also explained that he is paid via a company, and via
the Welsh government, and suggested that this meant it need not be
declared.

Please can you tell me how much David Bowles is paid.

If this is not possible, please can you tell me the name of the
company his services are purchased through, and how much money is
paid to this company to secure his services. Please can you also
tell me how this money is paid, whether it is from Anglesey or from
the Welsh government.

Lastly, if you do not hold information on how your MD is paid, and
how much, please can you tell me who does hold this information.

Dear Mr Goldacre

I regret the delay in responding to your request. It appears that a
clerical error prevented the response to your request from being
sent on 4 May 2010, which is when this Council was in a position to
respond to you. I have also experienced diddiculties in responding
to your email via the WDTK website.

You have requested information about the income of David J. Bowles,
who is currently Head of Paid Service and Interim Managing Director
at Isle of Anglesey County Council.

It may assist you to know that following the Wales Audit Office
report on the Isle of Anglesey County Council, the Welsh Assembly
Government took over the Council’s power to appoint a managing
director. The then Local Government Minister, Brian Gibbons AM
designated Mr David Bowles to the post for a maximum of one year in
the first instance. Mr. Bowles is employed directly by the Council
in a limited role as Head of Paid Service, for which he receives
the nominal sum of one pound.

However, David J. Bowles is not directly employed by the Council in
the capacity of Interim Managing Director. The Council has a
contract with Solace Enterprises Ltd, a third party agency, which
facilitates the engagement of the Interim Managing Director. Solace
Enterprises Ltd have a separate contractual relationship with David
J. Bowles. Therefore, the Council does not hold information about
Mr Bowles' income, and cannot provide you with full details of his
income.

We consider that the public interest lies in knowing what are the
costs to this Authority of securing David Bowles' services rather
than how much David Bowles is paid as a contractor to Solace
Enterprises Ltd. The Council pays a monthly sum to Solace
Enterprises Ltd for the services of the Interim Managing Director.
However, this information was designated as commercially
confidential at the time the agreement was made. Commercial
sensitivity can modify with time, and we have given the matter due
consideration. By May 2010, it was considered that the balance of
the public interest in the disclosure of information about the
costs to the Authority of securing the engagement of David J.
Bowles outweighed the public interest in maintaining the exemption
at section 43 FOIA. We have received other requests under the
legislation for this information and I attach a pdf copy of that
response also.

I regret the delay in responding to your enquiry. Whilst we do not
hold information relating to your specific enquiry, I acknowledge
that you are entitled to complain directly to the Information
Commissioner about our exceeding the statutory time limit. The
Office of the Information Commissioner is located at Wycliffe
House, Water Lane, Wilmslow SK9 5AF. However, a request similar to
yours was the subject of a recent Decision Notice by the
Information Commissioner, which confirmed this Council’s position
that the requested the information is not held. The following is a
