Mr Paul Chase
Our ref: RS1300
Dear Mr Chase
Freedom of Information Act request 1204
1. Your Freedom of Information Act request 1204
I refer to your request for information under the Freedom of Information
Act 2000 ("the Act"), received by the Qualifications and Curriculum
Authority ("QCA") on 1 August 2008. Ofqual is the new regulator of
qualifications, exams and tests in England and has taken over the
regulatory responsibilities previously undertaken by the Regulation and
Standards Division of QCA. Ofqual is an operationally independent part of
the QCA.
You requested the following information:
"How many learners were awarded the Level 2 National Certificate for
Personal Licence Holders (NCPLH),across all three Awarding Bodies that
offer it, in respect of the First Quarter of 2007?"
This letter deals with the Ofqual's response to the information you have
requested.
2. Ofqual's response
Under the Act, Ofqual has two duties to individuals requesting
information: firstly to confirm whether or not it holds the information
requested and secondly to provide a copy of that information. Ofqual must
comply with both of these duties, unless one of the exemptions contained
within the Act applies.
Unfortunately Ofqual does not hold the information you have requested.
Only the four awarding bodies the currently offer the qualification will
have the data you have requested. The four relevant awarding bodies are:
o NCFE - who can be contacted at [1][email address]
o BIIAB - who can be contacted at [2][email address]
o GQUAL - who can be contacted at [3][email address]
o EDI - who can be contacted at [4][email address]
3. Further queries
Should you have any questions relating to this response to your request
please contact us by writing to the Information and Investigations Team,
Ofqual, Spring Place, Herald Avenue, Coventry CV5 6UB or by email to
[email address]. If you are unhappy in anyway with the way in
which your request has been handled, Ofqual has an internal complaints
procedure through which you can raise any concerns you might have. Further
details of this procedure can be obtained by contacting QCA Legal, QCA, 83
Piccadilly, London W1J 8QA.
If you are dissatisfied with the outcome of the complaints procedure, you
can apply to the Information Commissioner, who will consider whether
Ofqual has complied with its obligations under the Act, and can require
Ofqual to remedy any problems. You can find out more about how to do this,
and about the Act in general, on the Information Commissioner's website
at: [5]www.informationcommissioner.gov.uk. Complaints to the Information
Commissioner should be sent to: FOI/EIR Complaints Resolution, Information
Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
5AF.
Yours sincerely
Rich Smalley
