Mark Charlesworth made this Freedom of Information request to West Yorkshire Police
The request was refused by West Yorkshire Police.
From: Mark Charlesworth
17 March 2009
Dear Sir or Madam,
I write with sadness that FOI Reference No: FOI-20093/25519 was
refused. Given the subject matter, and an email from Chris Huhne MP
which states:
"I’m afraid West Yorks were one of the four forces that could not
be bothered even to reply (contrary to their legal requirements).
You could try to put in your own FOI request and let me know the
result. Chris Huhne"
This was in reply to my email:
"West Yorkshire Police as absent from the list. Is this a typing
error or that there are no figures provided etc. Please could you
provide me with the responses to the FOI requests to obtain all the
data. I currently have issue with West Yorkshire Police and are
concerned with their figures."
This increases my suspicions and this becomes more than ever a
public interest and confidence issue.
Please ensure that given that other Forces have provided the
information that you do the same. I find it sickening that West
Yorkshire Police have so far failed to provide such information.
Had I asked 'How many floor tiles in all stations' then I would
accept a refusal. Had I asked how many officers are left handed, I
would accept a refusal. This subject matter is of high importance
and would suggest that your refusal to provide the information is
extremely suspicious and you are covering up something you feel you
have to hide. Please prove us wrong. One MP plus a number of others
are taking this matter seriously and I have copied this email to
them.
Yours faithfully,
Mark Charlesworth

Dear Sir or Madam,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of West Yorkshire
Police's handling of my FOI request 'How Many Front line Civilian
Staff Members and serving Police Officers Have Convictions in the
year 2008?'.
A full history of my FOI request and all correspondence is

Dear Mr Charlesworth,
Thank you for your e-mail dated Monday 6th April 2009.
I have looked into the request reference quoted ([FOI #9491 email]) and regret to inform you that the request was not logged as a Freedom of Information request by West Yorkshire Police as it was not clear from the original e-mail that this was the intention. I have now logged the e-mail received today as a request as follows and you should have received an official acknowledgement:-
Freedom of Information request - How Many Front line Civilian Staff Members and serving Police Officers Have Convictions in the year 2008?
Please be advised that West Yorkshire Police does, as a matter of routine, issue an acknowledgement for all recognised, valid Freedom of Information requests submitted to our e-mail address ([West Yorkshire Police request email]), via our online form or in any permanent, written format.
In order for us to proceed with your request detailed above, could you please provide clarification?
Are you requesting data in relation to how many serving police staff members/ serving police officers got convictions in 2008 OR how many police officers/ support staff members that worked for West Yorkshire Police during 2008 have convictions?
Once clarification has been received, we will proceed with your request. Please be advised that your request will be placed on hold pending the receipt of your clarification. If this is not received within 60 days, we will deduce from this that you no longer wish to proceed and withdraw your request accordingly.
I hope this is agreeable to yourself. If this is not the case, please advise accordingly.
Regards,
Claire Vickers-Pearson.

Dear Sir or Madam,
Firstly I have looked back at the correspondence you first received
from myself and I fully accept that it is not obvious that it is a
FOI request, but purely a rant.
Secondly, I request data for 2008 on how many serving Police
Officers assigned/working for West Yorkshire Police, plus any other
frontline staff such as the 0845 call centre and such as the
'miserable' staff on the front desk of Wood Street, plus any other
frontline staff.
Once you have received this reply I am happy that this is day one
of the FOI request, and not my first correspondence as mentioned in
my first point.
Should you need any further information I will reply as soon as
possible.
Yours sincerely,
Mark Charlesworth

Dear Mr Charlesworth.
Thank you for your clarification. You stated
Secondly, I request data for 2008 on how many serving Police
Officers assigned/working for West Yorkshire Police, plus any other
frontline staff such as the 0845 call centre and such as the
'miserable' staff on the front desk of Wood Street, plus any other
frontline staff.
This sentence appears to be incomplete. However, in order to avoid
further delay, I have taken this to mean '...how many serving officers/civilian staff that worked
for WYP in 2008 HAD convictions AS OPPOSED to serving members of staff who GOT convictions
in 2008' and West Yorkshire Police will proceed with your request accordingley.
If this is not accurate then please advise at the earliest opportunity.
Kind regards,
Claire Vickers-Pearson.
