From: Catherine MacArthur

Dear Sir or Madam,
Under the FOI Act 2000, I would like to know how many teachers, and
Head Teachers have:
1) Signed a compromise agreement since September 2004.
2) How many of these resulted in the termination of their
employment with yourselves, the council.
3) How long they had been working for the Educational Service in
your Council.
4) How old they were on their day of leaving.
I would be grateful if you could let me know if there is a cost to
this request.
Yours faithfully,
Catherine MacArthur

Dear Havering Council,
Thank you for the information you have sent but I would like to
request an internal review to access the facts in more detail, as
specified in my original request.
I therefore refer you to my original request again, and ask that
the response be answered by separating out 'Teacher' numbers with
those of Headteachers'.
I would also like some indication of the ages of these members of
staff. I believe that as there is no possible 'matching' of persons
possible, it is important that knowing the ages is important and is
in the public domain already.
Yours sincerely,
Catherine MacArthur

Dear Ms MacArthur,
Review of Complaint/Appeal
I refer to your email dated 19th November 2009 regarding the above.
In line with the Corporate Complaints procedure, both Social Care
& Learning and Legal & Democratic Services have now reveiwed your
complaint regarding your request for information processed under the
Freedom of Information Act 2000. The response is as follows:
Q1. Appeal Rejected - Due to the low number of the one group involved,
there is a strong possibility that by cross matching with other available
data publically available from other sources that individual(s) may be
identified.
Q4. In Part - Individual ages are personal data.
Age range of 33 - 56 years old.
I trust the above resolves your complaint and will close your
Complaint/Appeal.
You have the right of appeal against our decision to the information

Dear Mr Hastings,
Review of Complaint/Appeal
I refer to your email dated 24th November 2009 regarding the above.
In line with the Corporate Complaints procedure, Finance & Commerce have
now reveiw your complaint regarding your request for information processed
under the Freedom of Information Act 2000 and their response is as
follows:
'Computerised benefit records do not extract and collate data in relation
to asylum seekers. Therefore, the only way to see if there were any claims
from asylum seekers, would be to manually look at each individual
application form, of which, there are more than 20,000.
A benefit officer would then need to go through each application form to
check the status of the individual as to whether they are claiming asylum
and then a system check would be required to provide the information
requested.
This would clearly take over the 18 hours'.
I trust the above resolves your complaint and I will now close your
Complaint/Appeal.
You have the right of appeal against our decision to the Information
Commissioner at the following address:
Information Commissioner's Office
Wycliffe House, Water lane,
Wilmslow, Cheshire.
