REFUSAL NOTICE
Our responses to parts three and four of your request are generalisations taken from more specific data held by the council.
The council has decided to withhold the specific data, relying on exemptions under sections 40(2) (third party personal information) and 41 (information provided in confidence) of the Freedom of Information Act 2000.
I have determined that these exemptions apply because disclosure could potentially breach the first Principle (fair and lawful processing) and could potentially give rise to a breach of confidence.
