Dear N. Braithwaite,

Further to my acknowledgement of your request I have been asked to seek
clarification by Libraries & Archives so that it can be addressed.

You asked for "documents which confirm how KCC's Kent on Canvas is
assisting local businesses", however I should be grateful if you would
please clarify the context within which you would expect KCC to hold
information about Kent on Canvas assisting local businesses?

Yours sincerely,

Dear Mr Braithwaite,

Thank you for your request for information under the Freedom of
Information Act, asking for "documents which confirm how KCC's Kent on
Canvas is assisting local businesses".

Kent Libraries & Archives have stated that it is intended that Kent on
Canvas will showcase the work of local artists and photographers, many of
whom have already expressed an interest in having their work put on the
website in return for a percentage of any sales. They include commercial
artists and photographers.

Kent on Canvas went live to the general public on 14th October 2008,
having been trialled for the previous month for KCC staff only so that
the systems could be tested. In the circumstances it is too early
to assess it's impact, and so there is currently no information held that
addresses your request.

If you are unhappy with this response, please follow our complaints
process; details can be found at this link

on our website. Please quote reference FOI/09/046.

Dear Mr Braithwaite,

Thank you for your email.

I am sorry you are unhappy with my colleague's response to your request
for information. We cited that we did not hold the information to satisfy
your request and I assume this is the reason why you want us to review our
response to your request. However you will need to clarify this before we
can proceed further.

Dear Mr Braithwaite

REQUEST FOR REVIEW OF FREEDOM OF INFORMATION ACT DECISION- FOI/09/046

Thank you for your e-mail dated 13 February 2009. I apologise on behalf
of Kent County Council for the delay in referring this matter for a
review.

I have considered the exchange of correspondence between you and Andrew
Swan. Having read the response to your original request this appears to
be full and honest. I am informed that with the elapse of time since
your original complaint I am now able to give you the following
information.

Kent on Canvas has worked with the Kent Messenger to promote its photo
archives, and as well as providing copies for the exhibitions. Kent
County Council is also selling copies of the prints through its website.

Kent County Council is also providing prints for the Chartwell Suite at
Maidstone Hospital and is in discussion with local hotels to provide
historic images of the area.

Because you do not set out the grounds under which you request a review,
I am unable to actively pursue that matter any further

Please note that I am dealing with your request for a review of
decisions number FOI/09/045 and FOI/09/066 separately and I will be
writing to you again about this soon.

I trust that this explanation now satisfies your enquiry. However, if
you are still unhappy with the decision, you can appeal to the
Information Commissioner, who oversees compliance with the Freedom of
Information Act 2000. Details of what you need to do, should you wish to
pursue this course of action, are available from the Information
Commissioner's website
