How effective was the Hackney Wick Challenge Fund?

Dear Sir or Madam,

With reference to: LDA written answers following the GLA Plenary
session 17 March 2004, Final version, Appendix D: The LDA announced
that part of £55m investment in Hackney had been spent on a "large
project" referred to as the "Hackney Wick Challenge Fund";

Described by the LDA as; "An integrated seven year scheme for
Hackney Wick targeting an area that suffers from high unemployment
rates substantial loss of local manufacturing jobs significant
levels of vacant premises and sites high crime rate and a very poor
image."

Under the Freedom of Information Act 2000, would you please specify
how successfully, or not, this scheme achieved its objectives over
the 7 years of its duration, clearly indicating:

a) what was the total financial investment into this fund?

b) how many manufacturing jobs were created?

c) how many vacant premises became occupied?

d) what was the impact on the crime rate?

e) what overall effect these outcomes provided the area's image?
