Dear Dr. Hamer
Re: Freedom of Information Request
Please note that your request has been processed under the terms of the
Freedom of Information Act 2000.
The information you requested is -
Question 1 Total revenues received from car parking at East Surrey
Hospital?
Question 2 Total expenditure on car parking (broken down by type e.g.
equipment, labour, resurfacing etc).
Our response is -
Question 1 Following a search of our paper and electronic records, we
are able to provide details for the last three years to date.
Year 2006/07 £463,921
Year 2007/08 £445,478
Year 2008/09 £406,659 (month 11)
Question 2 I can confirm that the Trust holds information that falls
within the description specified in your request.
However, the Trust has estimated that it will cost more than the
appropriate limit to consider your request. The appropriate limit as
specified in the Regulations is set at £450. This represents the
estimated cost of one person spending 2.5 working days in determining
whether the Trust holds the information and locating, retrieving and
extracting the information. Under section 12 of the Freedom of Information
Act 2000 the Trust is not obliged to comply with your request and we will
not be processing your individual request further.
The reason for the use of this exemption is that previously, expenses
relating to equipment, labour and resurfacing (to use your own examples)
were only recorded Trust wide. To complete your request currently requires
estimates into percentages used by public car parking areas only. To
provide a detailed and accurate response requires an extraordinary amount
of work, well over the appropriate limits.
However, in this instance we have reached a decision where the balance of
the public interest makes this a reasonable request and we are preparing a
Trust wide, formal response. The Trust is currently preparing a separate
"trading account" for car parking income and expenditure. This piece of
work has commenced but will take some time to complete.
Please accept my assurances that once this piece of work is complete, it
will be made publicly available on our Trust website.
If this is unacceptable, please consider narrowing the scope of your
request. For instance, total expenditure on resurfacing (not car park
specific) during 2007/08. Please note any reformulated request the Trust
receives will be treated as a fresh FOI request.
This concludes your request. Please be assured that we have carefully
considered your request. However, if you are not satisfied with this
response you may request an independent internal review by an appropriate
senior member of staff at the Trust, who has had no involvement in dealing
with your original request. We aim to deal with appeals within 20 working
days following receipt. If you wish to appeal against this decision,
please set out your grounds for review in writing and address to:

exhaust the Trust's own internal complaint mechanism before complaining
to the Information Commissioner's Office. Further information on the ICO
