Dear Sir or Madam,
I am seeking certain information relating to how guidance contained
in Annex C to Home Office Circular 46/2004 was arrived at.
An earlier request for information, from another enquirer reads as
follows, in part:
'FOI 3773
2. What agreement was sought through the Police Negotiating Board
(PNB), if any?
4. If agreement was not sought through the PNB could I have the
minutes of the meeting that sanctioned such advice?
In response, the Home Office stated, in part:
'We released the following information on: 7 August 2006
Date: Mon Jan 14 16:48:11 GMT 2008.
Agreement was sought with the Police Negotiating Board (PNB) that a
fair, clear and concise guide for forces would be produced when
undertaking reviews of police injury pensions.
The Home Office guidance was issued following written consultation
with the constituent parties of the PNB.'
In the light of the 2008 FOIA enquiry, and the Home Office
response, I am asking for this information:
It is stated that agreement was sought with the PNB. Was agreement
actually obtained? Please advise me of the date/s of the meeting/s
when agreement was sought and/or obtained. If the Home Office has
any record of any agreement please provide me with a copy. If the
Home Office has no record of any agreement, please confirm that is
the case.
It is stated that written consultation took place with the
constituent parties of the PNB. Please supply me with a copy of the
written consultation, comprising, I assume, of the documents sent
out by the Home Office and the documents received in response.
Documents can be supplied in any standard digital format.
Please note that Part 1 Section 16 (1) of the FOI Act states that
it shall be the duty of a public authority to provide advice and
assistance, so far as it would be reasonable to expect the
authority to do so, to persons who propose to make, or have made,
requests for information to it. I trust that you will fully comply
with the requirements of this section.

Thank you for your prompt response to my request for an internal

I have no recollection of sending any email to your colleague Ian
