Staffordshire County Council hosts a quarterly 'Midlands Regional
Local Authority Home Education Conference'.
For the last year (i.e. the last four conferences) please provide
details of the budget and costs for each conference.
Please specify figures for the allocated budget for each conference
and the actual cost of each conference.
Please provide in as much detail as you have available a breakdown
of the costs of each conference.

The "Elective Home Education Forum" is an event hosted by Staffordshire
LEA on a termly basis. The cost of hosting these events is recovered from
the attendees. The details of the costs of the last 4 events are given
below:

In relation to my request about the budget for the home education
conference/forum could you know please provide the following
information:
- A list of the attendees of the last 4 conferences (Jun 08, Nov
08, Mar 09, Jun 09).
- Confirm whether the forum is open to anyone to attend or as I
suspect by invitation only. If it is an invitation only event
details of the criteria used to decide who should be invited to
each event.
- For each of the last 4 conferences; details of the themes/topics
for each conference, copies of any notes made before, during or
after the conference and copies of any minutes from each
conference.

The data provided indicates the number of delegates attending from the
stated authority.
With regard to your request for confirmation of who can attend, I can
confirm that this is not a valid request under the Freedom of Information
Act (s1 (a)) as the information is not held by the Authority.
Please find attached the agendas for the last four forums.
The release of any minutes taken may be subject to a Freedom of
Information Act exemption and therefore a Public Interest Test will be
held. In accordance with the County Council procedures a panel will decide
if this information is subject to the exemption and if the information
will be withheld, or if the information will be released.
No inference should be made from this letter that we currently hold the
information that has been requested.
The Public Interest Test panel will meet in due course and I will contact
you with the outcome as soon as possible after the panel has reached a
decision.

In my email dated the 23/7/09, I stated that a public interest test is to
take place. I am writing to keep you informed of the timescale. As part of
the PIT opinion needs to be sought from third parties. As many EHE staff
work during term time, I can confirm that in order to receive their
response the public interest panel will now meet in October.

Thank you for keeping me up to date with the timescale of the PIT.
I find it more than a little odd that most staff working on the
Elective Home Education team who by definition work with children
not attending school (and as such are educated all year round) only
work term time.

details of the working days and times of the EHE team.
