Dear Mr Wyllie
Reference No: RFI2010000057
Thank you for your request for information dated 24/01/2010 which, for
clarity, I repeat:
In October 2009, HM Chief Inspector of Constabulary issued a report into
Thames Valley Police and its compliance with the policing pledge.
Please provide me with information about:
(a) communications between officers and members of staff of Thames
Valley Police about the report's contents and plans to improve,
(b) communications between officers and members of staff of Thames
Valley Police and the office of HM Chief Inspector of Constabulary about
the report's contents and plans to improve.
This request only relates to information created since August 2009.
Your request for information has now been considered and our response is
detailed below.
With regards to part a of your request, I am unable to provide any
information concerning any communication between members of Thames Valley
Police force on an individual level as this information is not held
routinely in an easily retrievable format or at the level you require on
ICT systems used by Thames Valley Police. Any attempt to retrieve the
information specific to your request would involve a complicated and
prolonged search of individual records which would not necessarily provide
accurate results and would exceed the appropriate cost limit of £450.
The cost of providing you with the information is above the amount we are
legally required to respond i.e. the cost of locating and retrieving the
information exceeds the "Appropriate Limit" as stated in the Freedom of
Information (Fees and Appropriate Limit) Regulations 2004.
Section 12(1) of the Freedom of Information Act allows that public
authorities do not have to comply with section 1(1) of the Act if the cost
of complying would exceed the appropriate limit. It is Thames Valley
Police general policy that should a request for information exceed the
appropriate level then we will exercise our legal right not to respond but
cases will be assessed individually to consider the implications.
In accordance with the Freedom of Information Act, this letter represents
a Refusal Notice for this part of your request. However, I am able to
provide you with, and have attached a communication between our Chief
Constable and all members of Thames Valley Police force which concerns the
HMIC inspection of the Policing Pledge.
With regards to part b of your request, Thames Valley Police does not hold
any relevant data as there has been no direct communication between our
force and HMIC relating to this matter.
Please contact me quoting the above reference number if you would like to
discuss this matter further and may I take this opportunity to thank you
for your interest in Thames Valley Police.
Yours sincerely,
Jane Shields
