Hills Road southbound cycle lane

On Hills Road in Cambridge, there is what is clearly intended to be
a mandatory cycle lane on the east (southbound) side between Harvey
Road and Bateman Street. It is marked by a solid white line and by
signs to diagrams 958.1 and 959.1. These signs may usually only be
placed to indicate the effect of a statutory provision (direction 7
TSRGD 2002), but I haven't noticed a cycle lane here being included
in any of the traffic regulation orders I've seen.

Could you please tell me whether the signs on Hills Road are placed
to indicate the effect of a statutory provision, and if so,
identify the provision or provisions in question?

The County Council have answered this request at <http://www.whatdotheyknow.com/request/th...>. It would appear that I was mistaken, and one of the orders already in my possession established this lane. I am suitably embarrassed.
