Dear Sir or Madam,

Please can you provide general details on how car parking charges
are decided for both HillingdonFirst and Non-Residents. Please
supply any materials used in making the decision (e.g. financial
reports, forecasting, local pressures etc).

In addition, please can you explain how different charges for
different car parking is decided, in particular, how was the
Pavilions pricing and the Eastcote Devonshire Lodge car parks
decided.

I am writing in response to your Freedom of Information Request below,
please accept my apologies for the delay in our response.

The Information you are requesting is exempt from S1 of the Freedom of
Information Act 2000 (the Act) by virtue of S21 of the Act as the
information you are requesting is already accessible to the public by
other means.

By way of explanation decisions on the levels of fees charged by the
London Borough of Hillingdon are made by members and recently have been
made by the Cabinet and, as such, are available from the
Cabinet/Committee Reports and Minutes on our website.

Thank you for your recent reply. Please note that the actual
question was not answered in your response. You have simply given
details of final decisions - NOT how they have been made in general
(e.g. upon what basis are fees agreed, who makes them) nor has my
specific question about the Pavillions vs Devonshire Lodge
differential been answered.

Please could you request the relevant departments look at this
question again.

Please treat this as an internal review as the question was not
answered in good time or correctly.

I am dealing with your complaint on an informal basis as a means to
provide you with advice and assistance pursuant to S16 of the Freedom of
Information Act 2000.

The decision on the level of car parking charges is a matter that is
decided by members and, as such, will form the basis of cabinet and
committee reports and decisions. In my response of the 16th September
2009 I directed you to the most recent cabinet report regarding these
charges. For historical decisions regarding Car Park Charges I referred
you to our cabinet and committee archive and provided tips on how to
search.

To further assist you in this matter I would direct you to three

2001.

Dear foi,

Thank you for your reply. I have been unable to find the answers I
am looking for. Before I continue the process as suggested, please
can you confirm you understand the information I am trying
ascertain?

All reports from Hillingdon (as in Cabinet reports) offer no real
information as to how decisions are made. Of the original reports
you have supplied I find no mention of the specific question re.
Pavilions vs Devonshire Lodge nor is there any explanation as to
why charges differ which is the main point of my original question.

I have spent a long time reading the older items as suggested and
only find mention of the multi-story parking being charged
differently - however, this was 9 years ago and well before
hillingdonfirst was dreamt up.

From your comments, I assume you believe the answer to these
questions are in the reports, but they are not. If you are aware of
a specific report that answers these questions fully (or at all),
please direct me to it. I am not interested in seeing that a
decision has been made, but I am looking for specific information
as to HOW they were made.
