Dear Shropshire Council,
Under the general requirements of the Freedom of Information Act
2000, I would be grateful if you would provide the following
information in relation to the A41 between Weston Heath and
Pickmere island (A41/A5 Junction):
Dates of all safety inspections undertaken on the carriageway in
the last two years
Details of all carriageway defects identified during safety
inspections in the last two years
Details of how carriageway safety inspections are undertaken,
including whether walked or driven, the speed of the inspection
vehicle and the number of persons in the vehicle.
The intended frequency of carriageway safety inspections.
Details of all complaints and/or enquiries relating to the
carriageway, received in the last two years preceding your
incident.
The hierarchy classification.
The road/section number.
The defect intervention criteria adopted in relation to the
identification of all categories of carriageway potholes
The time period(s) adopted between identification and repair
(temporary and permanent) of all categories of carriageway defects.
Has the authority formally adopted all or part of the standards
contained within the national code of practice for highways
maintenance management.

Dear Mr Critchley
Further to your recent Freedom of Information request which we received on
4 January 2010, please find our response below.
The following information in relation to the A41 between Weston Heath and
Pickmere island (A41/A5 Junction):
1. Dates of all safety inspections undertaken on the carriageway in
the last two years
Please find attached copies of safety inspection records relating
to the section of road identified from December 2007 to December 2009.
2. Details of all carriageway defects identified during safety
inspections in the last two years
All noted defects for this period are included in the safety
inspection records.
3. Details of how carriageway safety inspections are undertaken,
including whether walked or driven, the speed of the inspection vehicle
and the number of persons in the vehicle.
This section of carriageway is inspected by two members of staff
in a council vehicle. The road is driven in both directions. Shropshire
Council does not specify the speed at which a vehicle should be driven
whilst safety inspections are being undertaken. The Shropshire Council
Highway Inspection Manual states that safety inspections should be
undertaken at 'slow' speeds.
4. The intended frequency of carriageway safety inspections.
Details of all complaints and/or enquiries relating to the carriageway,
received in the last two years preceding your incident.
This road is inspected on a monthly basis.
Details of reported complaints received and logged on the Confirm
computer system operated by Shorpshire Council from 1 December 2007 to 31
December 2009 are attached.
5. The hierarchy classification.
This road is classified as a Principle Road.
6. The road/section number.
The road section umber is A41/160, street gazetteer number is
4300818.
7. The defect intervention criteria adopted in relation to the
identification of all categories of carriageway potholes

8. The time period(s) adopted between identification and
repair(temporary and permanent) of all categories of carriageway defects.

9. Has the authority formally adopted all or part of the standards
contained within the national code of practice for highways maintenance
management.
Well-maintained Highways, Code of Practice for Highway Maintenance
Management, July 2005" published by the UK Roads Board. This is a 316
page document designed to provide guidance to highway practitioners
focusing in such areas as asset management, the wider principles of
integrated transport and sustainability. The 2005 edition is the latest
incarnation of a series of such guidance since the first code of practice
was published in 1983. Shropshire Council, along with most highway
authorities, bases its highway management systems on the Code. The purpose
of the Code is to encourage best practice in highway maintenance and
includes some specific examples. In 2006, the Authority reviewed its
processes and standards to ensure that they are consistent with the Code.
In particular, our Highway Inspection Manual was revised in 2007 to
reflect the current requirements of the Code.
