Higher Allowances for specific Child Carers and Help for Low Income Parents

Dear Lincolnshire County Council,

First, please can you quantify how much, if any, of the Higher
Allowances for-

a) Permanent Carers

b) Emergency Carers

c) Short Break Carers

d) Specialist Scheme Carers

is for the CARERS, rather than the Children. If the answer is
'none' I cannot see why these Carers need more money.

Second, what help does your County give LOW INCOME Natural Parents,
to try to prevent their Children being given away to more affluent
Foster Parents who are then paid Substantial, Non-Means-Tested
Allowances to provide the Children with a standard of living that
the Natural Parents couldn't afford to provide them with?

Please find our response to your questions;

Question 1: Can you quantify how much, if any, of the Higher allowances

Answer:

The carers receive a fee for the task taking into account the needs of
children within each scheme. The higher payments reflects the needs of the
children and the difficulties in recruitment

Question 2: What help does your County give LOW INCOME Natural Parents to
try to prevent their Children being given away to more affluent Foster
Parents who are then paid Substantial, Non-Means-Tested allowances to
provide the Children with a standard of living that the natural parents
couldn't afford to provide them with?

Answer:

The main focus of Children's services is to keep children within their
birth families. The Council has invested heavily in universal services to
provide positive support to families in need.
