Thank you for your email received by Transport for London (TfL) on 17
March 2010.
You have asked for a report about an accident that occurred on September
15 2009, on High Road, Tottenham. Your request has been considered under
the requirements of the Freedom of Information Act. Unfortunately TfL
does not hold the information you have requested.
TfL do not, as a matter of course, carry out investigations into
incidents, this is carried out by the bus operators. We do not have a
report into this incident, however the operator has shared some of the
findings of their investigation into the incident with us.
On 15 September 2009, two London buses (Routes 243 and 149, both operated
by Arriva) were involved in a road traffic collision at High Road, N15.
The incident caused injuries to eight people, six of whom were taken to
hospital. Both bus drivers were injured and there was some damage to a
building, railings and bollards.
The operator***s investigation did not find any contributory factors
associated with the vehicles involved in the collision. The operator
attributed the incident to an error on the part of the driver of the route
243 and the matter is now being dealt with via Arriva***s internal
disciplinary process.

Dear Patricia,
Thank you for your reply.
I am very surprised that given the very large numbers of passengers
carried on London buses each day, TfL does not have on file a
detailed report for every incident (if not your own report, then
those carried out by the operators running the service).
I am then doubly surprised that an incident serious enough to cause
6 people to need hospital treatment did not constitute enough
grounds for TfL to take steps to actively obtain a report into what
happened.
Serious incidents that happen on other forms of public transport
e.g. tube/train or air travel result in detailed investigations
being carried out by the authorities and the results publicly
shared in case any possible lessons learned could be of use to
other operators.
I would be interested to learn why TfL does not operate such a
policy when it comes to bus travel.

Dear Mr Wright
Thank you for your further email addressed to Patricia Mitchell regarding
the investigation into a collision between two buses on Tottenham High
Road on 15 September 2009. I am responding on Patricia’s behalf in this
matter. I do apologise for the delayed response on this occasion.
In our response to your request made under the Freedom of Information Act
received on 17 March, we explained that Transport for London (TfL) does
not carry out investigations into specific incidents. This is because TfL
contracts out the operation of route bus services to private operators.
The operator themselves is best placed to manage the day-to-day operation
of the route, and undertake any investigations required in the most
effective manner.
Nevertheless, I can assure you that TfL makes sure that any major
incidents are tracked, investigated and resolved to make sure that any
safety concerns are identified and addressed. In such instances we request
investigation summaries from the operator and closely monitor the
resolution of major incidents. The collision in Tottenham High Road was
such an incident, and whilst TfL did not conduct the investigation in this
case we did follow the subsequent enquiry into the events of the accident
closely.
The information provided to you in your previous request was available as
a result of the summary of the accident investigation which was provided
to TfL. We do systematically review bus operator investigations into
serious incidents very carefully for the purpose of identifying
contributing factors, to take corrective action, and to reduce the
likelihood of recurrence.
TfL audits every bus operator to ensure that health and safety management
arrangements are satisfactory and that all operators have the correct
resources in place to thoroughly investigate specific events. In this
manner, we safeguard the quality of investigation and reports obtained. We
also provide workshops with operators to consolidate the safety management
practices adopted at garage level.
I trust that this reassures you that we take the outcome of any
investigation by our operators very seriously. Should you have any further
