Heathrow Adding Capacity Impact Assessment Greenhouse Gas Cost Calculation

Under the Environmental Information Regulations, please could you supply an electronic copy of the spreadsheet(s) detailing the calculation of the "value of changes in greenhouse gas emissions" for the January 2009 Adding Capacity at Heathrow Airport Impact Assessment for the base case and Policy Option 1 (Heathrow third runway with new terminal around 2020) central case.

I note that para A81 states

"The air quality and greenhouse gas assessment have been assessed in line with the appropriate Defra Guidance. The analysis has also been independently peer reviewed."
(page 95)

Could you please confirm if this peer review was limited to that by David Spackman included with the decision announcement at

or whether there is a separate review of the greenhouse gas calculations. If there is a separate peer review I would grateful if you could supply a copy of it.

I am aware of the information provided in the Jan 2009 UK Air Passenger Demand and CO2 Forecasts (and errata) but can find no reference to the public availability of the calculations that underpin it.

Dear Jun Yan Chan,

Thank you for the spreadsheet attached to your letter of 7th September.

As I understand it, the carbon cost differences relating to emissions from aircraft in the worksheet "Diff Carbon" are obtained from subtracting the costs shown in the related worksheets "Carbon BASE" and "Carbon OPTION". The costs in these sheets, presumably related to things like kms flown, CO2/km , changes in flight efficiency and cost of carbon do not appear to be calculated in these sheets, but have been imported from elsewhere. The worksheet makes references to two files :

C:\SPASM\Val06\DLL26b\TR08v9\Scen01\s07\s07_01_CO2ts.xls (Carbon base)

C:\SPASM\Val06\DLL26b\TR08v9\Scen01\s12s2\s12s2_01_CO2ts.xls (Carbon Option)

To confirm that the same carbon valuation was applied as appears to have been used for the Surface Access calculations ( £19/t CO2 in 2000 rising at 2% compound to 2080), I would be grateful if you could provide the additional files.
