Dear Sir or Madam,
Please supply the following information under the FOIA 2000.
1) How many police officers are authorised to drive vehicles in the
police fleet* (*vehicle owned, lease or hired by Merseyside
Police)?
2) How many police officers are deemed to be ‘essential car users’
and get an allowance for using their own car on duty?
3) How many police officers deemed to be ‘essential users’ are
qualified to drive vehicles in the police fleet?
4) How many police staff are authorised to drive vehicles in the
police fleet* (*vehicle owned, lease or hired by Merseyside
Police)?
5) How many police staff are deemed to be ‘essential car users’ and
get an allowance for using their own car on duty?
6) How many police staff deemed to be ‘essential users’ are
qualified to drive vehicles in the police fleet?
7) Having regard to obligations under the Health & Safety at Work
Act 1974, what is the lowest form of assessment to allow driving at
work by police officer/police staff? (i.e. to drive police fleet
vehicles* or own vehicle) Please provide a description of the
assessment. (Terms such as Standard Course, Advanced Course etc are
acceptable. Other forms of assessment please provide a meaningful
description?
8) How many employees (police officers/staff) rely on this lowest
form of assessment to drive at work?

This will be dealt with under the terms of the Freedom of Information Act 2000.

I regret to inform you that we have not been able to complete our response
to your request within the statutory time limit.
We calculate that a response will be ready by 01/10/09 I can assure you

Dear Sir or Madam,
Thank you for your e-mail stating that you need another 20 working
days to complete the response.
This seems to be totally inappropriate when the time limit is 20
working days.
Whilst I have been content to allow a little extra time, 10 working
days appears to be sufficient. No reason was given in your e-mail
for not being able to provide a response. The e-mail is not an
appropriate notice of extension in the format required by the Act.
The Force therefore appears to be in breach of the Act. Please
arrange to provide the response by no later than Wednesday 23rd
September 2009.
If you have not been able to provide the response by that time, I
regret I may have to invoke a complaint to the Information
Commissioner in accordance with his advice on when to make a
complaint.
Please note that as you have not claimed to be extending the
response time due to public interest considerations, you can not
now do so.

Following receipt of your request, searches were conducted within
Merseyside Police to locate information relevant to your request. I can
confirm that the information that you requested is held by Merseyside
Police.
To locate the information relevant to your request, searches were conducted
in the Personnel Department. The searches located records relevant to your
request.
Today I have decided to disclose records in relation to Questions 1 to 7
and to exempt records in relation to Question 8 pursuant to the provisions
of section 12 of the Freedom of Information Act (Cost and Time).
The cost of providing you with the information is above the amount to which
we are legally required to respond to i.e. the cost of locating and
retrieving the information exceeds the 'appropriate level ' as stated in
the Freedom of Information ( Fees and Appropriate Limit ) Regulations 2004
which equates to 18 hours .It is estimated it would cost in excess of
£450 to comply with your request.
