Have CEOs been instructed to remove flyers advertising the No To Bike Parking Tax campaign?

Dear Sir or Madam,
While walking in the City of Westminster the other day, I came
across a couple of Civil Enforcement Officers (CEOs) who were
taking flyers off motorbikes and scooters that were legally parked
in dedicated motorcycle parking bays. The flyers were advertising
the No To Bike Parking Tax campaign, and more specifically the
demonstration scheduled for 1st July 2009.
When asked why these CEOs were taking flyers off bikes that did not
belong to them and indeed were not addressed to them, I was told
that they had been instructed to do so by the City Council.
Would you please advise whether the above statement is correct and
if so, who in the City Council instructed CEOs to carry out such
activity. I am after the name of the individual(s) involved, not
simply the department(s) concerned.
